Since DotEmu is the publisher, and their previously released game, Streets of Rage 4, is here, I say the chances are high.
i sure hope so.
I am wondering about that as well. I very much hope so and think it's possible, but i don't think there is definitive information about it at this point.
Nothing is officially confirmed for the time being.

Gog.com is still missing many games but that is probably because many devs don't like being DRM-free

If it's PC and Switch only, then there's nothing to worry about.
Now only Steam is mentionend… don‘t expect it to hit gog storefront on 16th of june…

Tribute Games loves Steam. I don't think there's any chance of a Gog release, at least not anytime soon.
Pretty sure the multiplayer will rely on Steam. I would be pleasantly surprised if it was released here with online co-op. Unfortunately I don't think the devs want to work with anything but Steam when it comes to PC.
Today is the day, let's see what happens.
The franchise might be (still) too popular to put this onto GoG day 1.
Chances are they'll keep it DRM'ed and off of GoG for the first couple weeks/months to maximise sales with the average clientele.
