I personally don't see this as a reality (surely I could be wrong come time the game does release) and I certainly don't see it as a "win" on GOG's behalf to net a game that uses another party's launcher and comes with micro-transactions in tow (and yes, I'm aware that GWENT is a thing that exists).
While I find IGN not having a clue about what they write a lot more believable than Rockstar releasing RDR2 here, technically it would be possible to do something like AoWIII & co with the game running "offline" with no launcher and the game requiring the Rockstar launcher and a Rockstar account if you want to play it online complete with the "wonderful" surprise mechanics micro transactions.
IGN finally got around to editing the article: "It will be available on all major PC launchers including Epic Games Store, Green Man Gaming, and Rockstar’s own launcher. Red Dead Redemption 2 will also be coming to Steam, but in December."

Bummer.

IGN in a nutshell.
I'd guess RDR2 will use the Rockstar launcher on top of wherever you buy it, like Uplay, so getting the "least" DRM would be getting it on their own service.
