No :P And I did not heard anything about it...
It was forum related issue. Any Steam Moderator was able to ban any Steam User even if the user did not posted anything on the Discussions.
I tried to pay Valve's attention to this by banning very small amount of the users from the games community hubs (more than half of them were my friends previously), but I've got six-months Community Ban instead of fixing the issue.
I've banned very small amount of users <10 (all of them were russians), because their security representatives are ignored this exploit for months.
I got only six-months Communty Ban for this behavior.
Then I ran "self-locking tool" for the localization testing purposes (after one month of the temporarly restrictions of my account) and this tool removed my temporally Community Ban. I've send an issue to the Russian localization administrator Alex Sudbinin to alexs@valvesoftware.com in 2017 previously. I'm a Steam Community translator after all steamcommunity.com/id/Kaby/badges/9 . But a member of steam support called "Jack" have noticed it and then my account was permanently banned for "circumventing" temporally Community Ban.
