I don't think this was Niantic's decision. There had to be other factors at play that forced their hand on this. Either they released the game early because of the Android APK leak or they were told by Nintendo that the game had to be out by by a certain date. I am fairly sure that, had it been up to them, Niantic would have delayed the launch of the game until it was more stable and had more content.
Popped a Lucky Egg and hit Lv19 as planned this morning. Hoping it's just a run of bad luck, but the rumors and reports seem to be true: Even low-level Pokemon are breaking out of Poke Balls (and Great Balls) and escaping much more frequently now, to the point of wasting dozens of Poke Balls since leveling up with little to show for it. If this is the new norm at higher levels, then the game gets even more grindy than I thought.

Also, it looks as if Niantic has decided not to fix the tracking system: The update today removed footprints entirely from the list of nearby Pokemon.

It's quite a drop of players and apparently a downward spiral for the game now. Perhaps fixing it will bring players back, or maybe it's the reason to quit. Who knows?

I couldn't find anything on the website that indicated they are counting to 100. My understanding of version numbers is that the numbers are not usually fractional. For example, sometimes there are multiple periods separating numbers. Or, the number is simply how many distinct changes has been denoted in the version control software being used. Or it's simply how many updates have been released. I think the point to note about 0.29 is the zero before the period, that it is not at least the number one.

Though, I don't know where you got that version number of 0.29 you posted (5 days ago, July 26 perhaps?). As of July 5th, it was listed as version 1.0 on the App Store (for iPhone devices), with it's latest version as 1.1.1 as of August 1.

The iOS version number is not the actual version number, it's an arbitrary number assigned by Apple. If you actually check the log-in screen of the app itself, the current version number is 0.31. You're right that the number may not mean that it's only 1/3 finished, but we can at least agree that it isn't version 1.0 in any interpretation (other than Apple's).

In some software design the version is as follows. MAJOR.MINOR.FIXES. Major version numbers usually denotes major changes in the software, and full releases. Minor includes added features, fixing bugs, and improving stability. Fixes usually would be hot fixes that shouldn't change compatibility as long as the MAJOR.MINOR is identical.

For Linux development it's a little different. You have the major kernel number, and then the minor is sorta just as important. The exception being that odd numbers are 'development' versions, so 2.5.xxx would be a dev version, and when they are ready they are moved into the 2.6.xxx kernels, or the entire tree gets effectively renamed once it's completed. The fixes then would be non-dev addons and fixes.

To note the numbers aren't percentile, so a patch of 0.1111 is possible, and it should probably get a v1.0 when it's deemed ready for customers and release... Making me wonder why it was pushed while it was so obviously not ready and broken. The idea of testing server loads and finding bugs they weren't aware of does come to mind. However I recall Blizzard doing this with Diablo 2 by releasing a 300Mb early (free) copy of Diablo 2, which only included the Barbarian, and the first act.

Niantic did have an alpha and beta testing period, but nothing on an appropriate enough scale to stress test the servers. As I've said before, they probably fell behind schedule on their projected development milestones, but Nintendo still wanted the game to release when it was projected to. Hence, we are all playing a partially finished game. Could this be the first "Early Access" mobile game?
Yeah its abit crummy without the 3 step guide, but the game is running alot smoother atm, i didn't like the change to the throwing mechanics, where i now have to spin offf my throw from one corner to the opposite to make the pokethrow hit, when the pokemon is too far back i just have to opt to do a straight throw (where as before i could curve throw all pokeballs no matter the distance). But i am slowly adjusting. Hopefully in the next fortnight update there will be some improvement in how we can 'track' pokemon.

But i the removal of the 3 step feature is negligible at best, i still have alot of fun battling gyms, taking them down and see groups rush over to try and reclaim bach the gym (Gooooo Instinct!) and coming across high level pokemon rarely :D.

There is alot to improve on the app, but there is also alot to get excited for too, remember that trailer that was initially shown to showcase the game, here is some highlights of incoming updates to the game:
- PVP: either 1 vs 1 or upto 3 vs 3
- Boss Battles: Everyone is alerted to a location and take on a boss for a reward aka Mewtwo.
- Trading
- Championships
- Collector events
- Pokemon type events (Fighting type only etc)
There is plenty of content on the horizon, but will the majority of the user base tough it out until that content comes along? It will be interesting to see. Personally, I went from playing every day to only about once a week when I am bored. I am even debating on canceling my pre-order of the Plus accessory. It's a real shame how things have been going so far.

I never got to use the 3-step system. I've just been going on the ordering of pokémon as they are listed in the nearby, with top/left being closest. That and whether they disappear off the nearby list, which means head back a bit and then choose a different direction. I'm not sure what is actually working but I have been finding what I hunt when I care enough to derail my travels.

The main trouble I've had with the game is when water mists onto the screen, e.g. from the sky above. Messes up throwing the pokéballs because my finger slides different or stops suddenly from the moisture. Touchscreen interface for outdoors is still precarious after all these years.

But in all seriousness, If you are having a chat on the street you are being distracted too. I mean a car could lose control and slam right into you. I think it would be better to give that 55 euro fine to cyclists.

It's funny that you say so because in Flanders/Vlaanderen and Netherlands, you have cyclists lanes everywhere and as I come from Wallonia where we don't have that, I always forget they exist and just randomly walk among those lanes, not really aware of what I'm doing. Maybe I should automatically get fined of 55 euros everytime I go up in the North ;)
Played some with the new update:

The old "Nearby" screen didn't update properly and could lead you on wild goose chases for Pokemon that had already despawned (and fail to alert you of new spawns). The new "Sightings" screen seems to actually work - I just used it to catch a Snorlax. It's still not an ideal tracking system, but it's better.

Bonus XP for Nice, Great, and Excellent throws is back, but curveballs have been broken - the game is only recognizing one in every four or five thrown. I spin the ball and angle the throw, and it curves in flight before hitting, but it gets counted as a regular throw. This is annoying because the curveball seems to be the best way to counter the increased chances of escape at higher levels. The angle of the curve seems different now, too.
