What would you recommend to complete the package?
Lots of RGB!

On a serious note if you have the money lying around and you just don't know where to spend it on then assemble that rig, just take a look to top configs in build guides of the most famous hardware sites.

High end parts, though, have the worst bang for the buck and unless you need that kind performance.
Not an expert by any means, but two suggestions:
Get the biggest case possible. Graphics cards alone seem to get bigger each generation, and if you want multiple operating systems or something like that you will want a few hard drives for storage and ssd's for actual operation.
Get a modular power supply, higher wattage is better, then you just connect what you need, and add as future needs grow.
I also recommed an ice ultra he or 4K monitor with high refresh rate and nvidia gsync. As you have a nvidia card the gsync will work great, and a high refresh will keep up well. I have one of these:

And it's nice!

Ignore the toxic comments.

Its true that rig is so extreme that you only should buy it if you have more money than you can spend.

https://www.pcgamer.com/pc-build-guide-high-end-gaming-pc/

That build is high end and more balanced, you can change the 2080 they suggest and buy that 2080 ti, but that gpu its meant to be used for playing in 4k, so guess you have a 4k screen.
I can't really help with specific product recommendations.

Personally though, I'd focus my search on 144 hz monitors that work with the video card you bought (making sure it supported the connectors on the video card be it hdmi, display port, etc).

I highly recommend the $1.25 mouse pad from Dollarama. Best value at that price, and one can stock up on them for when they wear out. Keeps the rubber feet on expensive gaming mice nice and protected.

What??!?!?! According to this site, 16 GB RAM will cost $310.
And I would not recommend an i7-9700k. He should buy an i7-8086K or a Ryzen 2700x. Also a lot of the 2080 Ti's dies, so maybe a 2080 would be a better choice.

Sabin_Stargem: Going with an AMD CPU would save you a ton of dough, and allow you to easily upgrade to future AM4-socket CPUs. AM4+ Sockets are probably going to start popping up around 2021, but AM4 should stay relevant enough for a couple years longer. It is pretty likely that Intel is going to lose the performance crown to AMD when Zen 2 releases, so choosing AMD should give you greater power, along with the saved money. Intel really likes to introduce new sockets to go with their latest CPUs, which means that you have to replace the motherboard to upgrade to the latest hotness. Basically, AMD is great if you want to upgrade every three or four years without redoing everything.
How's the performance of current AMD models with cpu-intensive games like Civilization IV ?

Why, is this 13-year-old game showing issues with your CPU?

Anyway, I'd wait for a Zen 2. If the rumours and numbers we've seen so far are true, they ought to make any Intel CPU look like a terrible investment.

Yes. My laptop is from 2007.

Some VR rig. Overload is fun with an Oculus Rift!

It's a basic 32-bit Celeron with integrated graphics. I did upgrade it to the maximum 2GB ram, however. ^_^

Then I'm guessing it's something like Celeron M 430-450 which were introduced in 2006?

Here's a comparison to a current desktop AMD CPU: https://www.cpubenchmark.net/compare/Intel-Celeron-M-450-vs-AMD-Ryzen-7-2700X/703vs3238

For such an old game, single thread performance is significant.

Tell me about it. :)

Neat, so it's about 400 times faster.
