I'm wondering if this decision is one that MS made because it's good for MS even if not good for the actual developer. MS gets a bigger cut of the money for copies sold on XBox compared to copies sold on PC due to the licensing feels they collect for all XBox games. Meanwhile the developer gets pretty much the same amount for each copy of the game regardless of platform. So for the developer hitting multiple platforms is likely to make the most money, but for MS keeping the game exclusively on the XBox is what makes them the most money. If my speculation here turns out to be correct then this situation should really highlight to developers the dangers of going with a publisher whose interests do not align with the developer's.
I really wouldn't worry about it not being able to run, mostly thanks to dedicated hardware versus OS running hardware. But still...
The likelihood of a port is VERY high, but it'll never be as pretty as a standalone developed version :(
