This is impossible to answer unless you give us a bit of a hint as to what kind of games you're into.

Apparently there are 3651 games on Steam that are under $20...

If you mean *the* best, like in a "the very very bestest", probably "The Witcher 2". I think it is $19.90 (or 19.90€ if in Eurolandia).

Why, you ask? Because you get a GOG key for the game as well. There aren't many Steam games that can boast the same, even in the over $20 range.

The 10 cents you saved can be used on cheap cars and fast women, or was it vice versa?

GOG key? No. Other games that can be activated on the developer's home stores? About every EA game and a lot of Uplay games.
There are so many great Steam-only games for under $20...
Brothers: A Tale of Two Sons. I haven't played it yet, but Total Biscuit thinks it might be the best game ever made.
Sorry to point the obvious but why would someone come on gog forums to ask for opinions about a good cheap game on steam ... I'm puzzled.
For the same reason they come on GOGs forums and ask about anything that isn't related to GOG.

Duh! Because GOG community is so much classier than the silly Steam community, of course. That's why even the most die-hard Steam fanatics seem to hang around here. :)

You know what, I'm just going to throw out a suggestion anyway - Gone Home. It's clearly not for everyone, but it's under $20 and I personally would consider it to be 'good'.

And if you want to give it a vote on GOG, go for it.
