As of July 2017, Wal Mart Visa gift cards do not work. It Might have something to do with the name on the card being "Gift Card Recipient"

The Card may not be used at any merchant, including Internet and mail or telephone order merchants, outside of the United States or the District of Columbia
I can't use my ADP payroll card here either because it's US based as well although it;s strange as I have a couple VPS'es based overseas that I can pay for with it.
edit: Excuse me. I should have said "US restricted" not "US based". You can't use them outside of the US and sometimes Canada.
