The Pathfinder games don't qualify for the same reason. While you can recruit mercenaries, they're not the default way of playing, as you need to pay for them and they don't come right away.
I also don't count Final Fantasy 5, though that's getting to be more of a gray area. Your 4 characters are premade with their own personalities, base stats (though those don't really matter, except for agility when you want to control the order in which your characters act since that's deterministic in 5), and stores. The only thins you can customize are classes (called "jobs" in this game) and secondary abilities, which is still enough to make it feel more like FF1 or 3 rather than 4.
