I would like to buy the expansion pass for The Witcher 3, but I'm scared that because it says "soon", I wont be able to play Hearts of Stone until Blood and Wine is out. Or until its officially out, I guess. whats the deal? Can I play it right away?

Yes, you can play it right away.

Yep once you buy it- the expansion pass Hearts of stone should be added under the witcher 3 installation along with its associated goodies. Fantastic expansion.
