I cant access the white orchard herbalists hut in the late game so I cannot make the neccersary oils to get through Blood and Wine. Is there any solution to this other than restarting the game. My system is PC.

What do you mean by "late game"? At the end Tomira is removed from the game, even if she survives. There are other herbalists available, though she is one of the best. Try the halfling herbalist east of Novigrad, or the Pellar (actually, I'm not sure if he gets removed). There's also the master herbalist in Skellige.

I finished the main story but I need insectoid and vampire oil recipes for Blood and Wine. I have checked all of the other herbalists with no luck.

The Insectoid Oil *and* the Vampire Oil recipes are both sold by Jonna, the herbalist in Rannvaig, Ard Skellig, provided you didn't get her killed or banished during the quest 'The Nithing'.
