Well they finally published some gameplay on the decisions from W2 that impact W3. Since this was for PS4 it was done through questions. Here they are:

1) La Valette - Is Aryan alive or dead. And if dead did you fight him one on one or all his men.
2) Roche or Iorveth - Who did you side with. It only deals with the final choice and not the first one (sword).
3a) If Roche then it asks if you picked to save Triss or Anais.
3b) If Iorveth then it asks if you picked to save Triss or break the spell on Saskia.
4) Sile - Did yous ave or or did you die.
5) Letho - Did you kill him or walk away.

Some major decisions are not there so it seems some decisions are made for you regardless. For example:

1) Henselt is alive. Since the only possibility of him dying is a choice on Roche's path this means the game says you did not let Roche kill him.
2) Stennis. We know he's dead if Roche path is taken. But don't know the default choice if you picked Iorveth. Seems your actual choice doesn't matter.
3) Saskia. We know she lives if you picked to cure her, but what is the default if you went to save Triss? Seems your choice to let her live or die doesn't matter.
4) Anais. It seems the game defaults to either Natalis or Radovid getting her. Your actual choice has no impact unless the default differs in 3a above.
5) Adda. Seems W3 keeps the default that she died. So importing W1 into W2 does not carry forward.
6) Flotsam and Loredo. Your choices don't matter it seems. He's dead in Roche path so most likely dead on Iorveth unless they really want it to default that you saved the elf women. And giving the sword to Iorveth doesn't appear so that is a default.
7) Dethmold. We know he dies in all scenarios except Roche/Triss path. Will this even matter?
Since this was tested on the PS4 version, are you positive that some of these imported decisions don't carry over?

It might be that they simply don't give you the option to determine 100% of the variables without an imported save. I think Mass Effect did the same thing.
I don't know for sure till we can play the game. But based on logic it seems that they wouldn't program in different aspects for PS4 vs. PC vs. XBOX.

I still think most choices will be default or have no impact. For example take Lerado and Flotsam. Will they really program in a different town and leader for that choice? It seems it would be too much work so most likely it's default. Same for Stennis.
I have some save for chapter 3 one for Roche and you for the knife eared chap all i need to do is finish them off. I could also just look for some end game saves and import them ;)
A German gaming magazine (Gamestar) wrote that when you import a savegame more aspects get imported than just the basic things that you can define in the dialogue on the consoles... but they said nothing more specific than that. Oh and: They did not play the PC version, they said that a dev told them it would be that way.

See I don't believe this. Or at least that they will have any impact on the game. Here's why. If these saves really did have an impact on the game that means all PS4, XBox 1 and many PC users would never be able to experience those quests, cutscenes or endings that are based on those additional import criteria.

Why would they (A) spend all that energy and effort into programming something that the majority of people could never see? And (B) why do this a tick off probably 75% of all their customers?

No it doesn't make any logical sense to me to do this. At best it will be like importing W1 into W2. You will get a small reference that Adda was saved but it won't change anything about the game itself.

Seems you were correct Goodmongo.

Nobody has been able to even find Iorveth, Saskia or Vergen yet. Henselt dies shortly after W2, even if you let him live. No mention of Stennis, Dethmold or Anais.

Very sad. I really hope the expansions will rectify this.
