Each time I start up The Witcher 3, some of my graphics settings are reset. Whats odd, is that the previous changes I made have all saved, and this only started happening recently. All of my graphics settings are completely maxed out, and as a result my game looks absolutely gorgeous. However, Motion-Blur, Depth of Field and Chromatic Aberration keep turning on after closing and reopening the game, and my framerate is set to 60 even though I want it on Unlimited. This isn't the absolute end of the world, but its very frustrating to have to turn these settings off each time I start up the game, especially when Motion-Blur makes me feel sick. The changes I've tried making in the .ini file won't save either, such as increasing rendering distance and texture quality.

I've looked around for hours and haven't found a fix. These are the things I've already tried:
Set user settings to "Read Only".
Disabled automatic updates from Nvidia and Steam Cloud.
Updated my game.
Deleted the "user.settings.bak" file.

I've come across a few problems like this online and nobody seems to have gotten any help. Besides this, my game runs perfectly fine, and like I said, the changes I made previously have all seemed to save. If anyone has a solution to this frustrating problem, I'd be very grateful.

Do you have any mods installed, and where is your game installed to?

The game is installed to what I assume is the default place for steam users, ProgramFiles>Steam>SteamApps>Common

And I do not have any mods installed.
I actually just solved my problem. Despite disabling all settings in Steam that should have changed or streamed anything into my game, it was still meddling with my files. I put Steam into offline mode (as I should have done from the beginning) and it seems to have solved the problem completely.
