The talk-option isn't sometimes available especially on Blackmiths (Weaponsmiths), it seems. Exiting and restarting the game solves the issue normally. But a few minutes ago a started the game, traveled to oxenford to talk to the Blacksmith there (the one, that don't show up on the big map.) But the issue appeared again.

This is common in many games, where objects (including people) become un-interactive. The easiest work-around is to stand next to the person or object, save the game and then re-load it. I don't know exactly what causes it, but it seems to be a game engine issue so there is no permanent 'fix' that I know of.
