I was wondering if it is possible to add to my steam library the witcher 3 game I have on GoG

You can not activate a GOG.com code of the game on Steam. But you can add the GOG.com version of The Witcher 3, on your Steam library, as a non-Steam game, which allows you to run the D.R.M. free executable, of The Witcher 3, via the Steam in-client shortcut, created on your Steam library.

GOG.com version achievements do not carry over the Steam version and vise versa. Achievements are completed only for the client/account (GOG.com with optional GOG Galaxy or Steam), on which you own/purchased the game.
It does not matter if you own both GOG.com and Steam versions of a game or just one of them. Achievements will be kept/completed separately/exclusively, between those two.
