You must make sure that you have oodles of disk space on the drive where your %TEMP% folder is, usually C: by default. As for downloading, if there is no indication of activity it may be a network issue: go and do something else and try again later.
the thing is its not a network issue my side cause i can download dlc and everything on gog its just verifiying doesnt work and how would i make space in the %temp%

I never said a network issue on your side. I said a network issue. That could be anywhere between GOG servers and your computer.

How much space do you have on your C: drive?

For the purpose of updating your F: drive is irrelevant, it is the drive with the TEMP folder that needs the space. It is the updater's working space, and if there is insufficient you will get problems. Having said that, it looks like your drive has plenty of space free. If you're still having issues, contact support (but be patient -- it's the weekend).

Similar problem, only difference is mine is saying 0.0/1.1GB, but it's still stuck on "Checking local files (0.0%)

I have over 400GB free on my only hard drive, so that's not the issue.
There are cases, where the verify causes problems if the game has not been updated, patches and such, to the most recent version. If you have disabled your automatic update option, that might be a problem?
I'm having this exact same issue with the galaxy client when trying to repair the witcher 3 (somehow, the game royally screwed ITSELF up, since nothing changed at all in the filesystem since when the issue wasn't there - Movie corruption and sounds occuring seemingly at random etc.)

Automatic updates are still on (as is every galaxy client feature except the overlay).
Downloads aren't limited, except that they don't occur while playing games.
All things are otherwise as they should be, yet trying to verify the witcher 3 doesn't fail, nor continue past 0.0%

It looks like I've learned something today. Don't use the verify/repair function on the galaxy client for anything, it does nothing except get stuck on the exact same thing every time, and waste hours of your life.
