Which chapter are you in? If Chapter 1, you can buy it from the woman alchemist in the little village outside of the town gates.

I bought both herbs from her in my game, vendors do reset their stock so try going back into the town and meditating for a bit, then go back and see if she has restocked.

Well, I'll try after conclusion of Melitele's Heart because she has no aloes whatsoever before.
BTW, how many wraiths are we supposed to kill? It's unlimited spawn. I counted some 15 kills and they still keep coming. How do we end that fight?

Silly me. I was looking for it under the Quest Items tab at her store. Only Green Mold there. Bad Quest design. Might be fixed to avoid poor souls keep endlessly looking for it.
The quest itself is fraking awesome. One of the best!
