Did anyone else find these on top of the falls in the Flotsam Forest? There is a blocked wall leading down and I wondered if there is a way through or up from the other side.

Any clues?

The Ruin Eleven Baths are part of the main quest. Some of it you can't reach until you advance the plot, and some of it is just background.
