Is it a skill to unlock? I'm in floatsam and so far I can only use the hex sign or intimidate when talking to people. How/where can I get persuade?

As far as I can tell, different dialogues give different options so being given an axii choice doesn't necessarily mean you're also given a persuasion/intimidation choice. Sometimes you only get the opportunity to use one, and sometimes you're given a choice between all three. Just depends on the dialogue, it seems.

i didnt get persuade until i finished the troll trouble dlc. you can use it on the chobar(sp) guy towards the end of the quest.

i feel the axii/persuade/intimidate thing kinda lame though. theres no failure with it, so theres no reason to never use them. just a moral choice of whether you intimidate or cast magic on them.

There is failure... I think it depends on the situation (or possibly combines with an invisible dice roll). For example I failed trying Axii(?) persuade on any mages I tried it on.

Similarly, I assume violent threats work less well on angry soldier types, but I never tried that out.
