When I am with Triss in the bath below the Garden of Remembrance there is a conversation choice which leads me to either get into the water with Triss or to concentrate on leaving the place.
If you choose to enjoy the time with Triss - and who wouldn't - very soon Roche comes looking for you and you can leave through the hole in the wall where he came in by simpy climbing up.

However, if I choose to get out of the place right away, i.e. not get into the bath with Triss, Roche doesn't arrive and I can't get out the place.
The hole in the wall where I am supposed to climb up is already there and clearly visible but the "Climb up" option never appears.

Does anyone else have this issue or am I simply overlooking something?

Obviously it is not a major problem since I wouldn't dream of NOT enjoying my time with Triss in the bath, but I find it irritating.

Maybe I triggered the bug very ealy in the game when I discovered the exit (which was then still covered by a wall) from the outside and I tried interacting with it, hit it with my sword, cast AARD on it etc. - seemingly it didn't do anything.

But when I came back there some time later - still long before the Roses of Remembrance quest with Triss, when you finally get into that chamber - the wall was gone and I could see into the room with the pool but I couldn't climb down, just as later, when I am in the room, I can't climb up.

Still, I hope it's not a bug and I am simply missing something.

I should try this on my next playthrough. But you're right; who didn't pick the Triss option on their first try? xD

So you're saying the wall that Roche normally breaks through is missing? If that's true than it is indeed a bug.

If, on the other hand, the wall is there and Roche is not appearing until you have sex with Triss: that is a feature.

Yes, the wall is missing.

You can choose to talk to Triss and not have sex with her. When you do that, Roche doesn't appear, instead your journal tells you "Go to talk with Roche".

But I am still in the pool-chamber with triss and for whatever reason - as I described above - the wall is missing but I can't click on anything and get out.

have you tried using the aard sign to break down the wall?

Yup I got that too. Can't exit the place. Going to reload and take a bath with Triss then :D

Have you also been there - at the now missing brick wall - before and tried to break it from the ouside? I am only guessing that this is how I triggered the bug.
I had a similar bug experience in that place. After the scene with triss when Roche is supposed to break through the wall nothing actually happened. I stood around for a few seconds trying to figure out where to go. Eventually I used Aard on the wall and broke it myself to find Roche standing there with a blank look on his face. I couldn't climb out either. I had to reload a past save and then the second time it worked properly.
If you ignore Triss and focus on getting out, you have to use aard on the wall BUT it only works through a "use aard" icon, and that only pops up with the right proximity. I drew my sword and used aard without the icon: no dice. Uh-oh, I thought. Then I happened to stray a little closer, and the "use" icon appeared. Go figure.

The "blank look" sounds like a bug. Haven't run into it, but I didn't break the wall from outside, either. Guess I'll count myself lucky.
