I'm reposting this as I don't want this issue to be lost by the wayside.
I know there are a lot of DLC problems, but few people are posting a problem with finishers.dlc, as it is essentially impossible to confirm whether it is active in-game without knowing what the new finishing moves should look like or when they become unlocked.
I have the retail premium edition with pre-order finishers.dlc.
The code works, it comes up on my DLC list, but when highlighted there is a description but no small picture like all other DLCs on the list.
It connects and downloads, then installs, but without fail the size of the file finshers.dlc is zero bytes. Opening it in a hex editor shows the file has no contents. The file size in both the documents folder and in the game install directory under CookedPC is zero bytes. I've reset the game settings with the patcher, and I've deleted the registry entry in order to redownload, but to no avail.
On the other hand the troll.dlc file is fine and the troll quest works fine.
Also although I was initially erroneously getting the option to download English voiceovers/text (even though I have the English version), I now get the option to download the Polish extras so that's good.
I just want to be sure that the finishers.dlc issue is fixed! (at least one other post on that horrendously long dicussion thread on thewitcher.com has mentioned this problem).
