OK allmost identical to my issue in MOTB recently posted - now I have worked my way to NW in SOZ but when I enter Waukeen (to choose a cartel) there is no one there and I cannot see my party either. Restarted - had game verified & repaired - still the same - went back to a previous save from 30 minutes earlier in the game and still the same. :(
