But Steam has Steam Workshop for MODS, I wonder how MODS will be accessible for GOG user.

Uploading would never work; that's what Nexus and such are for. Also, unlike Age of Wonders 3 and the Shadowrun series, it is not possible to use a workshop downloader to download (or, at least, I was unable to download anything when I just tried out of curiosity). Yay.
