So, I'm at that point in the game, entered the ruins, talked to, then fought the creatures. Zhjaeve said *something* to me. I need to leave, but the Song Portal is not active. The glowing blue thing is there, and pointing at it shows "Song Portal", but walking there doesn't do anything, at all.

I tried exiting back to the swamp, and walking all the way back to the other 'world map' exit, which should lead back to the village, but it isn't active either. I'm stuck here!!

Is there any way to fix this?? If not, is there any cheat that will give me access to the world map again??

Well, restored to a previous position, then did everything just the same AFAICT, but this time, after the battle in the Guardian Ruins, the other Song Portal was active, and we were able to travel just fine. No idea what was wrong the first time.
