Does NWN DE already include it or should I install it?

The Community Expansion Pack is not part of the standard game or expansions, and must be downloaded should you wish to use it. Note that you will only need it if you are playing on (user created) modules that use the content in the CEP.

I would get the 2.3 version. I know there is a 2.4 version on there also but it seems experimental....(?)...

So the file you need is called CEP_23_Full_C.7z
