Hello I bought the NwN diamond pack and I was wondering if the patches were in included? If not, would you recommend the NwN community 1.70 patch or just stick with the 1.69?

Yes, NWN is fully patched (1.69). I never tried the community patch, so I can't help you there.

I use the 1.70 and it works with the GOG version but you have to install it yourself.
