Hello, I just got a new Windows 10 PC and reinstalled NWN:Diamond edition.

The installation went smoothly, but now the game won't start. I get an error message "abnormal runtime error".

does it help if you set compatibility mode to windows xp?
It happened to me today. Although i'm on Win 7. What did the trick for me - renaming nwn.exe and setting XP comp mode.
Game does not run from GOG Galaxy for me, but from the folder (of course, with the 1.69 critical patch from the Neverwinter Vault installed).

So try launching from the game folder directly?

Maybe this will help. I get the same problem. There seem to be two issues involved.

One: the game is very slow loading and starting. Sometimes just waiting a while helps.

Two - as near as I can tell at this point: if you accidentally try to restart the game, nwmain.exe apparently detects that GOG.something is already running and gives you the error message. Once the error is detected the simplest solution I've found is to reboot, but even that doesn't always work. One of the problems here is that the Task Manager tells you if GOG Galaxy is running, but even turning off the task won't reset internal switches and let me launch the game.

I have found that occasionally I can launch the game by going to GOG.com and selecting the game to play. Even that is pretty iffy.

This doesn't solve your problem, but maybe it will give you some ideas. If I find anything else I'll be sure to post it.
