Import/export laws and distribution licenses can get pretty complicated, especially for digital media, so I wouldn't recommend proceeded any further until you've talked to someone who understands the laws that apply both in Hong Kong and Norway (if you don't see this business venture making enough money to be worth consulting a lawyer then just pass on the whole thing).
Also, you generally want to have a face to face meeting with anyone you intend to enter into a business venture with, and also get all the details of the arrangement written up and signed by all parties involved. If you don't expect to be making enough money off of this venture for these things to be worthwhile then again pass on the whole thing, it's just not worth the headache for what you'll be getting. Additionally, even if the guy is completely on the level, small businesses tend to fail very often and very quickly; if this guy is just starting out his business and his plan for product supply is recruiting people off internet forums then I personally don't expect his business to last very long.
In short, my advice is that even if this guy is being completely honest the whole thing is much more of a headache than it's worth. Tell him you're not interested.

Some major European sites import from Hong Kong.
When I bought C&C 3 Kane's Wrath it was the cheapest at the UK site of CD-WOW.
After buying it I got an e-mail stating it would take a week or 2 as it had to come from Hong Kong.
Games are a lot more expensive in Europe than in Asia, so I can understand people trying to make a profit out of that difference.
In most EU countries the described method would require the reseller in Norway to pay import taxes and VAT.

I'll also voice to speak to someone in the legal areas. While it may (!not absolute!) be okay for a small amount, if you make a profit, or are transferring goods that amount to over a certain amount per month/year, you may want some advice.
In the past, you've mentioned your small amount of income, so I would advise against a bulk deal method where you could end up severely out of pocket, instead of the price of a couple of games.

I know some powersellers on Ebay who sell dropshipped garments/shoes. The most interesting solution for them is to find a provider in Asia where prices are low. It is extremely difficult for these sellers to find reliable providers. Where to go to find serious contacts in Asia? Boards?
The seller's reputation and the success of its business directly depend upon the professionalism of the provider. Most of the sellers I know often have problems with providers who make mistakes about the amount of goods sent, colors, sizes, and so on. In such cases, eventually, sellers find themselves embarrassed with unsatisfied customers.
So I am not surprised that someone seeing that you live in Hong-Kong asked you such a service. It just means that you inspired confidence to this person.

According to Firefox addon WOT, that site doesn't have a reliability rating, so it's quite suspicious. Maybe it's because it's new, or maybe it's a scam
But, since he mentioned the dropship idea, he may be trustworthy. Clarify with him first what kind of transaction methods will be used, but be wary of frauds who use stolen credit cards. I believe I've read in emails before about such schemes, where people use stolen credit cards to purchase their items so they can get away with it
By the way, what's his credibility on the forum? Is he a new user, or been there for a long time?

Anyway, the games here are sometimes in Chinese (if EA, 2K, Capcom, etc. bother to localize it), sometimes in English (if it's not localized), and sometimes in both.
Anyway, this guy only signed up this month (which raises some questions), and I've been there since 2007, so obviously this guy is either scamming me or is just new to the community. Not sure.
