I see no reason why not, as long as the game has been purchased they've already stated that removed games will be downloadable for all users who purchased the game before it was removed.
I don't think so. Because game page is removed too, you can not redeem removed game.

Considering that each gift code is game specific and that gifts are redeemed on a special page (www.gog.com/en/gift) I see no reason why you couldn't redeem the gift it were bought before the game's removal. After all, it's already been paid for by the person doing the gifting. The point in time that the recipient actually claims the gift should play no part in the availability of an already purchased product.

solar_dome, currently there's a bug in the gift redeeming system that prevents user from completing the redeeming process for a game that was removed from the GOG.com catalogue. It will be fixed in a minor update coming soon to our live servers. In the meantime, if you have this problem, please drop our support an email and we will fix that for you manually asap.
PS: Yes, this is the bug, because the game is sold when user purchases the gift certificate and redeeming process is only a matter of binding a previously purchased game with some account. Redeeming should not be affected by the fact that game is no longer available for purchase (permanently or temporarily).
