blsessex: There really isn't an overwhelming favorite for that, though I'll second Wolfox's mention of Armageddon Empire. Vic's new game, Solium Infernum, is also pretty damn good. Both are available on his site (Cryptic Comet). Matrix Games also has a lot of TBS titles, and their holiday sale lasts until Jan. 17th.
I won't link to these other sites just out of respect to GOG, but they're easily found via the search engine of your choice. :)
