The Torx screws reveal the scale. I'm supposing the image is 2" or less, from top to bottom.
When the white 'switch' on the right hand gear is lifted, the right gear rotates counterclockwise, and the left rotates clockwise until it meets stop B. The different gear diameters means the right gear will rotate twice the angle the left will. In total, the switch probably rotates 60', and the springs back to the original position when released.
The thumb switch, the spring, and stop A can be moved into alternate positions to reverse the system. This could mean that the device can be altered for left-handed / right-handed people. But I suspect that it means that this mechanism is included twice in the same object, one left hand, one right hand.
I think that this image is one side of the release mechanism for a modern window sash, the release that allows you to tilt the window inwards and clean the outside face.
It would be called a window sash tilt latch, I think. That said, it doesn't look like any of the few tilt latches I've seen.
Anyway, maybe someone else can think of another device with a similar symmetrical release mechanism. I'm just guessing for giggles.
