I have an HTC One S phone and an Acer Iconia A200, and it works fine on both. Both are running some version of ICS, but I couldn't tell you which.

No idea, my phone has a too small resolution, thus I couldn't play properly, and I haven't tried it on pc yet.
But I seem to recall there been a discussion about it here, so maybe someone else can give you more input.
