Smannesman: With a GPO probably, not sure if you need to use full paths.
Or a script that checks every X seconds or minutes and kills all tor.exe processes, but that script could be killed by anyone that has permissions and know-how.
So assuming we're talking about Windows, your best bet might be a GPO and some user restrictions assuming that your 'sibling' uses another account.
It tells me that it is windows 7 ultimate. Version 7601. Well, zone alarm seems to be working.

You don't use it? Why not just uninstall it?
I use Tor and as long as i don't start it its not running at all.
(we are speaking about Tor not Torrent rigth?)

The reason is that I want to block porn off my system and I realise that there is a certain amount of stigma attached. I have the k9 web protection and the password is with a friend but Tor seems to get around it.
Seems like your sib has a good reason to use tor, keep your nose out of their stuff, what they wank to isn't your bussiness.

Be sure to lock down BIOS boot options on your PC. TOR browser bundle can be easily run from a live CD.

Some firmwares can be set up to require a password for booting the machine, might want to use that.

Some routers have a time schedule built in to them. You could schedule it to block all internet traffic for that PC during a certain time, such as when you are at work.
You just got to remember to disable it when you play hooky from work. Else you will be rebooting your router and modem every ten minutes while yelling obscenities at your internet provider.

...to me it seems like it would be easier to take the power cord with you to work or just put password on the computer..

Yeah, the old power cable would work, unless you have extra ones laying around. She'll probably just a buy a new one as they are so cheap and sold everywhere including Walmart. My older brother used to torture me by taking the cable off of my C64. In those days it was damn near impossible to get a new one. And with my limited budget impossible.

I used zonealarm to block the .exe file as well as the installation file and hope it holds up. Have locked the settings for zonealarm as well with a password.
