In the decade before last, I found this old DOS or Windows game that I had a fun time playing.
It was a brightly and lushly coloured side scrolling platformer (sorta MegaDrive-esque), where your protagonist was an African-American cop.
You were dealing with an alien invasion in a place that might have been San Fransico (could be way off here). You shot them with a gun as well as used a wide variety of weapons including a you-know-you'll-blow-youself-up-with-one-eventually lant mine, and I think some of the aliens were big green blobs.
I remember a unique thing about the game was that the the remnants of the killed aliens, even if they were in multiple chunks, stayed in the level even if you went a long distance off and came back to where you were.
There was also a bit of text and dialogue which would sometimes come up during the level when you meet survivors. Some of it had a bit of wry humour I recall as one exchange involved a kid who went:
Kid: That's a cool gun, can I hold it?
Protagonist: Nah, you'll probably blow your foot off or something.
That's about all I can remember of the game. I only played it once but couldn't find it when I went looking for it again almost immediately after, naturally I'd like to play it again, as it sorta stands out in my mind. A bit different from other games around the time, but most importantly it was fun.
Kid: That's a cool gun, can I hold it?
Protagonist: Nah, you'll probably blow your foot off or something.

This dialog remembers me of Fallout.

The mentions of colour, aliens green blobs and blowing chunks remind me of Blackthorn/Blackhawk, one of Blizzard's early games. I believe it had spider bombs and pretty bad humour.

Ah, point taken. Perhaps I should have said, "while it doesn't fit the african-american description, it may be what you had in mind."

cogadh: Good effort, but looking at some clips on YouTube it doesn't fit the description. You were able to jump and the primary weapon was a gun. By the way, are you Irish too?
domgrief: I actually played that game in an airplane some time ago (I liked the way a you could shoot behind you), but unfortunately that's not the one I'm thinking of. My game started out in a very urban atmosphere and also...
Arteveld: ...by MegaDrive-esque (or Sega Genesis to those in America), I meant high jumping height, and bright colours, blue sky and such. (And thanks for the list but I couldn't find it either).
I really want to thank all of you for your help, but it doesn't look like we got the right game.
This is kinda sad too, not for us, but if my tastes were up to scratch back then, it was actually a pretty fun game, and even sorta unique. The people who worked on it obviously put a lot of effort into it, yet even on this forum of people who love old games nobody can remember a game like it.
It's actually a pity, what could be a fun and definitely memorable game consigned to obscurity, even to those that love obscure things.

That's brilliant, thank you so much, I'm going to download it (legally, it's freeware now!) and see whether it measures up to memory.
The crashed plane at the start of the level is stirring some memories alright.
Looks like I screwed up some details, like the African-American cop bit. In all fairness though the colour pallet of the game makes the first mistake slightly more understandable (Obama looks whiter then that... no offense to anyone). And CIA is kinda close to cop... isn't it?

(and boy, Apogee sure published a lot of sidescrollers didn't they?)
Ooh, freeware.
Bio Menace was pretty fun. It was no Duke Nukem 2, but it was still solid Apogee shootiness. I think I'll give it another go.

Irish by way of South Boston. My family emigrated to the states about a century ago, but we still try to keep the "Irish Pride" alive and kicking.
