i got an error when i installed this patch in fallout 2 when i already had installed restoration project and high resolution pack, the game wouldnt start

This patch adds back all the content that was originally planned by the Fallout 2 developers, but was not present in the final version. Almost every location in the game has new NPC's and quests, there are some additional maps, items, etc. In general, this mod is worth having, but I recommend to use it after you beat the game once.
note: Resolution Project pack already includes the Killap's Unofficial Patch. Adding both mods to your game may cause some problems!
Fallout 2 Restoration Project

I don't understand the thing you said (i've bold it). Resolution or Restoration? I guess it's a typo and you wanted to say the Killap's patch is included in Restoration Project. :)
Anyway, does the Restoration Project contains any new fan made stuff (like quests, locations), or all of it was in the game files and they just brought it back to life? How did they know what was planned (in the original F2) and what not?
Can i add the B-Team mod to the Restoration Project?
In the MIB88 MegaMod, do all the mods there are fan made or some of them were originally planned for F2, but never got released in the final game?

Sweet thanks for the info downloading the packs and patches now. My old life is over i am now going to live in a radioactive wasteland :)
How do you install the patches onto the fallout games? I downloaded the MIB88 MegaMod, but the readme file didn't make much sense to me.
I would like to try both MIB88 and Restoration mod, but since they are incompatible I plan to install Fallout 2 again on my PC, but in a different folder.
(So I will have 2 mods at the same time with 2 Fallout 2 folders)
Is this possible? Will the games work?
I am afraid that I will screw up the registry.

DG -> its probably just a Typo.
As far as I know Restoration Project contains only stuff that was already present in Fallout 2 plus some minor additional changes. Of course it isn't by any means official expansion , just a fan made mod that took all the unused NPC's and locations and put them into a good use.
