Well, this is either going to turn out horribly good. Or horribly wrong.
Either way, it's going to be entertaining.
I enjoyed Fallout 3 despite its shortcomings so I'm sure I'll enjoy this. For me, a game like this is 50% atmosphere and story, 20% combat, 30% RPG aspects so unless they mess up the atmosphere and make the game completely unbalanced, I'll probably still enjoy it.
Fallout died with the 90's for me. I'll just get a summary from everyone else.

To be honest this game would never have made it. top down rpg's died a long time ago (Diablo clones does not count). The current generation cares more for inventiveness and being "all new".
And Fallout 3 is actually really good. One flaw is that mods actually improves on the gameplay, thats something that should have been fixed from the start.
