If you already have Deus Ex on your Steam account the second copy is added to the Steam inventory as a gift item.

Square Enix have starry-eyed dreams of turning Deus Ex into a multi-format franchise for maximum milking (known as Deus Ex: Universe) comprising novels and mobile games in addition to the main PC/console games; currently there is one mobile game (Deus Ex: The Fall) and one novel (Deus Ex: Icarus Effect). I'd expect more in the months leading up to the release of the next main Deus Ex game.

Finished it. If you can get past what a simple mobile port it is this is actually a decent little chunk of Deus Ex fun. Knowing PC gamers as I do though, I would guess less than 5% could get past it being a mobile port. Or at least less than 5% would admit to it.
In any case, let your conscience be your guide.

Yeah, sure. It took me 7 hours and apparently I missed a side quest, so it isn't a bad length. It does end on a cliffhanger they will probably never resolve but the story is kind of shit anyway. The real reason to play it is because it's a pretty close approximation to a real Human Revolution DLC campaign. Just squint a little and ignore the awful menus and it does the job.
I'm writing a review of it for a website, I'll link it to you when it's published if you want.

I started the game yesterday. Well, it's not so bad, but it's not very good too. I'm a huge fan of Deus Ex, and I love Human Revolution because of the theme and the atmosphere are great. We can find something close of it here, but all the problems I get during 1 hour and half made the game not comfortable to play. Areas looks very small, graphics and sounds are bad, shooting feeling is crap. This is NOT my final opinion of the game because I only play 1.5 hour, but my first impressions are not so good.

I have a question to those that played it. Is the story just "Icarus Effect" (google it) put in a game, or is it something more? Not asking for spoilers mind you.

The second hour is much better ! It's not Human Revolution, but it's not unpleasant finally.

Which is why I'm a little apprehensive about buying this. I'm not sure I want to read that novel just to understand the game.

Just to add to Stinging Velvet's review, I played it through two and a half times, about 14 hours (per Steam) and have all the achievements now. By 1.5 I had fully upgraded all my augmentations and the game is ripe for speedruns by that point.
I did not know it was a mobile port, but very quickly realized it from the low resolution graphics and (for me) VERY stiff button response times from the mouse. Overall though, I enjoyed it and would grab more if they were intending to finish the storyline. At times I got my old nostalgia back, watching green triangles turn around so I could knock them out and using the stun gun were the points that really resonated for me, and of course hacking ALL THE THINGS! Even doors I had opened from the inside, just because I was the odd duck who liked that particular mechanic.
I'd say grab it if you really want more DE:HR gameplay, if you can't overlook the port aspect or as just found the first game pleasant then you won't miss anything by passing on it at this point.

Yeah that's the basics. If you can ignore the technical issues and mobile holdovers there is some decent Deus Ex in there.
The story made sense to me without the novel other than wondering how the two main characters met and became friends, which they hint at but don't explain. Everything else is pretty simple and straightforward.
