No they were only bad back then because of military dictatorship. Then they got kawaii stuff like vocaloid tunes and Neon Genesis Evangelion, and they got better.

Hey, I saw this movie! Thought it looked familiar. What exactly is your point? It is not related at all to the OP. I simply don't understand why someone has to rush in and post "oh yeah, but the US did this!!" whenever anyone posts something about any other country doing something. The US was not warned of a specific attack on Pearl Harbor. They knew of the possibility of an attack by Japan. So:

1. They didn't know of a specific Pearl Harbor attack.
2. The declaration of war by Japan did not reach the US government until after the attack.

Which explains why it was a bit of a surprise. Especially back then, you expected war to be declared before an offensive is launched. If the US ended up attacking Japan based on the information they had, these same conspiracy theorists would be condemning the US for an unprovoked attack. Damned if you do, damned if you don't.

Technically, if I remember right from History channel documentaries, we hadn't even declared war on Germany, yet. Yes, we were supplying the Brits.
As far as Pearl Harbor, we had time to react before the attack, but someone dropped the ball. Ah, we got 'em in the end anyways.

Plus suddenly the American society supported the idea of participating in the war so from a certain angle the attack on Pearl Harbor was a blessing in disguise. Well, from a European angle certainly. :P

Still: yeah, no idea what purpose mentioning Pearl Harbor in this thread had in the first place.

Intelligence gathering is nothing new and to any US analyst at the time, that is all this was on the part of the Japanese military. Analysts likely pushed thousands of similar memos over the years up the chain of command, but it is not realistic or wise to act on all of them. The memo was only a small part of a puzzle with many missing pieces-- one of which a reason to attack. Aside from the usual negotiations and politicking, there was no war drum beating between the two countries.
