Unfortunately, SecuROM's three activation limit
does not ensure you can use it on three
separate systems; if you make sufficient hardware or software changes to a system SecuROM considers it to be a new system and gobbles up another activation. Nobody can say quite how major a change will trigger this, not even the companies using SecuROM, so you're basically playing DRM Russian roulette any time you make an upgrade. If you're in the habit of reinstalling Windows or frequently updating your hardware you're going to blow through those activations faster than you could imagine.
As for requesting more installs, this is typically done via a non-free phone number (good luck if you're overseas) and they can choose to decline your request at their discretion
for any reason. Additionally, when the publisher chooses to take down the phone service and/or activation server (which they can really do at any time they choose) your only way of playing the game would be to crack it, which is technically illegal.
You're not actually buying an activation-dependent game, you're merely
renting it for an undisclosed period of time determined by the publisher.
