eh. not surprised at all. The era where gaming was innocent and made by people who loved that and cared about it is gone.
Now it is:
"how much money can we suck off from customers before they lose interest"
Eh. I understand that. Gaming business is brutal... for everyone. The state of economy dos not help so companies try to squeeze as much dough as they can using every method available to them.
This sort of thing just really annoys me, I have no problem with DLC but when you have to pay to just unlock something already on the disk it just stinks.
Is this DLC users have to buy? If so...yeah, that's ridiculous.
You cant really call it DLC if there is nothing to DL, right?
I have no problem with DLC building on cut content and the like. But when all you are downloading is an unlocker, it kind of concerns me.
Yet another reason for me to not buy this game. Oh well, its too bad, I kind of enjoyed the first one.
My philosophy: you bought it once. It's yours. You shouldn't have to buy it again. They included it with what you purchased. Therefore it's fair game.
I already regret my purchase. Fuck 2K.
If it is already on the disk i personally see no moral issue with hacking it so it is playable.
Mind you i don't even know if that is possible : P

Tobey does add if you don't like it, they welcome your opinion as "that can be more helpful than people who are really excited, because you help tell [them] what to fix and do better."

Well, it technically IS true. The Unreal Engine (at least, circa UE1) requires everyone to have the same packages. So technically, everyone would have to download the content either way.
Now, that being said, if all the content was ready at launch: It shouldn't be premium.
If all the content wasn't available at launch, you can avoid dividing the player-base by including it in a patch.
