Ummm... Your question is "Is batman stupid?" Well, yeah, I'd say so. I mean, with the amount of money he spends on getting Batman gear together, he could form his own police force or bolster the power of Gotham's crew to incredible levels. With a legion of crimefighters at his disposal, cracking down on crime would be much easier to implement on a broader scale. As cool as personally going out and kicking ass is, it doesn't count for much on a wider social scale unless you're mostly taking down supervillains that the police couldn't possibly handle... and Batman doesn't do that quite as much as other DC heroes do.

Fuck the police! He can hire the Punisher and Frank Castle could just kill Batman, pimp out his costume, and fight crime himself. Seriously, I have no idea why the Dark Knight is as popular as he is...

actually
he tried to do that. his parents tried to do that. didn't work. gotham's degeneration is impossible to fix with money, just by spending it on new equipment, new training for new police officers.
that's why batman was born. as a symbol so gotham can fix itself.

Plus, most incarnations of Gotham City have an insanely corrupt police department, at least at the start of Batman's career. So rather than making a super task force, he would probably just be financing an entire generation of tech-based supervillains.
