I can select uninstall, but all it does is de-list the program. And then if I reinstall it just restores the program with previous settings.

Why?

I mean, who the crap thought that would be a good idea?

What if I want to delete a buggy install and start over?

I makes no f-ing sense.
Hm.

When I uninstall things in Fedora, it does well to wipe most everything. Of course, the configuration files are typically untouched.

I haven't used an Ubuntu/Debian based system for a long while.
