Since games gonna be delisted soon, what about giving them via GOG Connect to people who already own them on Steam? Is it ok or GOG needs TT's approval to do so?

I think Connect offers are based on deals with publishers. Looking at the current state of those IPs, it's unlikely. They could have probably done it months ago, when the news about the shutdown came out for the first time. I don't think Telltale Games actually exists anymore.

Those games are not going to leave Steam.
What would have been a good idea though is redeeming games that have been bought from Telltale store, either on GOG or Steam.
The store to offer that would have gained some goodwill from people, and also Telltale would have ensured that people who have bought those games earlier could still have a place to download them.
But no, the last I heard they simply shut down Telltale servers without any word or warning to customers. Fortunately I was able to download anything that I had there, some others were probably not aware of the situation and lost their games.

If they are taken down, I hope someone will pull the necessary strings and make them available again. Having them lost on IP rights hell won't benefit anyone.
Perhaps GOG will have a surprise goodbye sale with never-before-seen discounts, like they did with classic Simon the Sorcerer 1 & 2.

I think that'll be dependent on what's happening with the rights. For Simon the Sorcerer or the fallout games giveaway I think they only got away with that because the publisher was losing the rights and GoG worked out deals with them to milk the IP for a little bit more before it changed hands. It's hard to say what will happen with the telltale stuff cause telltale doesn't directly own the IP for almost any of their games, they just license it.

I really hope there'll be some way for those of us at risk of losing games there to redeem them on GOG (or Steam, but GOG would obviously be preferable). If GOG can give away free copies to people who wishlisted them, presumably they must have had some sort of deal with TTG, and can try and work out another one to figure out a Connect-esque redemption system.
