GOG Connect exists which, very occasionally offers a
limited selection of GOG titles for those who link their Steam account during these events. It is up to the game companies and GOG when/if this happens so it's regarded as a promotional event rather than a normal part of their business.
GOG is a company as is Steam. They are in the business to make money, not to act as some sort of benevolent service to the gaming industry, so NO: You will never see GOG offer their entire library for Steam gamers to transfer over to. If you want games here you'll have to either buy them again or get lucky and get it via Connect during a promotion..

I hope these "Events" also come as in-frequently as possible, since I heard GoG also didn't really make a "Profit" last Quarter. Something like $7~10k... which is not good. I also feel
kind of bad for '
helping' as I mean - people shouldn't come to GoG for "Connect". But turning potensial customers away by not sharing about Connect, would just diminish repution for GoG.
So far this Year, I only bought Games from GoG - cause if they go out of business, then Gaming is done for. Steam has too much DRM and Epic Games isn't even an Option.
I hope GoG can get some good Exclusives this year - they're starting to get some good ones coming in now it seems. Like Diablo I - Warcraft I & II.
Let's hope it gets better.
