It's always been free. Checking my order history I received it for $0 on Dec 14th.

Yeah, this one is a mess.

Titles discounted that are meant to be on that promo page:
Anna's Quest (80% off)
State of Mind - Artbook [DLC] (50% off)
Subject 13 (80% off)

Titles with no discount but on the promo page:
Lamplight City Original Soundtrack [DLC]

Looks like they put some of them in as Midweek Sale and others as Midweek Sale Deal (which doesn't have a promo page). Some of them both. The timer has it ending Sunday Morning 11 AM UTC as well

I have added the discounts on my spreadsheet, it's far better than the promo page for now:
