So I just got a new PC and installed GOG with Witcher 3, and my saves were not transferred over. This game is supposed to support cloud storage. Is there a way to turn it on?

UPDATE!!!
Turns out you have to try to open the game on new PC and select "sync cloud". Cannot believe I did not try that before.

Do you already have Galaxy 1.2?

Quote from the thread about cloud saves:
"The GOG Galaxy Update 1.2 is available today to users who opted to test upcoming updates, and will be rolling out to everyone in April."

Edit:
I don't think it is out "for everyone" yet but maybe you can get if you choose "Receive preview updates to test upcoming features (at your own risk)" from the settings menu in Galaxy.

Well you have me in the right direction, thank you. Both my new PC and old one are now updated to 1.2.5 (BETA) and the old one sync'ed its data to the cloud, but the new one won't. The setting is turned on.

You should be able to manually transfer your saves over as a temporary measure. presumably the files are in a "saves" folder in Program Files > GOG.com > Witcher 3. I don't own the game so I don't know for sure where they're located, though.

Wow, that's just crazy talk. Who in this day and age takes 5seconds to copy and paste a file when you can install all kinds of clientware to send all you info to the web. Far better to rely on the service provider to hold your files for you surely?
Note, saves are likely in - goto windows explorer and type %appdata%
My Witcher 3 saves are located in the "c:\Users\Gabi\Documents\The Witcher 3\gamesaves\" folder.

Username will be diifferent, of course (NOT Gabi).

As tfishell said, you only need to manually transfer your saves from your old hard disk to you new one.
Report the bug here
Definitely a good idea to report the bug in GOG's official bug tracker with as much detail as you can:
