Since it's a private giveaway you would have to invite people so CV level would not matter. If you are wanting to post the link in public it almost takes away the private part and might just be better to do a regular giveaway.

I've been told by many members in the last 2 days that a couple of recently kicked members from the group are still entering giveaways, and these are SILPH and Hardrada. I also noticed that, and unfortunately, this situation happens more often than expected when a few banned members want to get the more from the group before they're forced to leave fully once the SteamGifts site ask them to sync their Steam accounts, and only serves to reinforce the reason of why they were kicked from the group in the first place.

Anyway, since this was already asked, I will leave here the two things you will need when asking for a reroll to SG Support, in case they win, if that's want you want:

Finally, I was able to enter the giveaway uninstalling the game (free weekend), removing its entry from my licenses, installing another game (this is to update Steam cache) and syncing in Steamgifts.
