As far as I know, yes, they can only be obtained when fighting Online Ur-Dragon when killed during his 'Grace Period' - an ocasion where his HP has been depleted by the community enough that he can be killed in one session, in which all players that kill him, will receive his drops/rewards.

Another way to get them without killing him Online, is using dinput8 to 'cheat them in' the game through its 'Item Edit' function. Unfortunately, I have no idea if theres another way to get them without cheats.

Still, while they're strong equipments for vanilla end game, 'Bitterblack Isle' (Dark Arisen DLC content) equipment is stronger.

One warning though that I think is necessary when comparing GOG version with Steam's:

GOG's version is not updated, and while you can play the whole game fine, theres one quest breaking bug that can happen on Bitterblack Isle. The last update on Steam fixed exactly that and added a new language to the game which I really don't know which is unfortunately.

Its not a bug that happens to everybody as theres a narrow line of behaviour that must be done for it to break the quest, but it can happen nonetlhess. dinpu8 function to edit items also helps fixing this problem, if it happens with you though.

Theres a certain quest to collect some equipments that are hidden throughout drops on Bitterblack Isle.
If you upgrade them before collecting all of them, the game does not recognize the quest as completed, as you'd need to have all of them delivered at level 0 stars.
To fix them on GOG version using dinput8 mod, you can edit their level to 0 again, complete the quest, and then level them up to the level you had upgraded them before editing it.

Not a big deal as it can be fixed easily, but a bug nonetheless.
