I am asking this based on the difficulty curve. That after I pretty much beaten much of the Vanilla Content of Morrowind, done all the main quests and side quests of my choosings, I then tackle the expansion content.

But which one do I do first from a difficulty/level curve because I have done Bloodmoon once after finishing Vvardenfell content and those Werewovles hit like trucks and are as damage resistant as trucks.

I am wondering if Tribunal is easier then Bloodmoon since Tribunal released before Bloodmoon.

IIRC, Tribunal was easier. at least for me.
Tribunal came first and is much easier than Bloodmoon. BM should only be done by a very high level character but it is a great expansion and much better than Tribunal.
People recommend being level 20-25 to do Bloodmoon, usually 20 is enough. Early quests can be done at level 15. But it also depends on your build, some are so overpowered you probably don't need to be 20.

Skip Tribunal altogether, if it's an option.

As for Bloodmoon, I remember playing it at level 4 or something. Was level 16 when I finished, but boy, was it difficult. Had to use exploits like wedging myself and hiding between rocks, or using some over-powered arrows I found.

If you're up for a masochistic challenge, do Bloodmoon first.
This reminds me that last time I played through Morrowind (the first through the expansions), I cheated my way into omnipotence with that exploit that allows you to add permanent attribute points magically.

But it was a lot of fun.

For me i played them in order, so i looked at Tribunal first then moved to Bloodmoon, just because i like to keep things in sequence. Bloodmoon is a much tougher combat challenge and you will need to be a decent level as Green_Hilltop posted.

do a search on the internet for 'Morrowind UESP' and you should get the corrent website.
