GOG actually owns the rights to DragonStrike and a bunch of the older D&D games, if I'm not mistaken, but hasn't released it. I wish they would.

Fell Seal: Arbiter's Mark has drakes, and with the DLC they become playable.

The DLC even adds a passive that turns the monster's normal attack into a breath attack; adding the new passive that makes regular attacks heal allies makes for a very powerful and fun setup.
There was a MMO called Horizons where dragons were a playable race, but I don't know if it's still around.

Edit: It's still around but it changed its name to Istaria: Chronicles of the Gifted

No one mentioned Lair game (for play as Dragon rider), an exclusive for PS3. Oh that game was so beautiful back in the day, perhaps even by current standards it still is. But that game was extremely boring to play and it was panned by critics and gamers all over the world and become the ultimate death of once glorious Factor 5 developer company, some of you might remember the great struggle between Super Turrican (SNES) and Mega Turrican (Sega MegaDrive / Genesis) games.

Spyro Reignited Trilogy

Spyro is a series of platformers, which for the most part are only available on consoles. This a modernized remake of the first 3 games, originally released for the PS1. Currently, Steam is the only PC option.
